Cluj-Napoca marks a significant milestone in the development of Romania’s environmental infrastructure with the completion of the country’s first large-scale Voluntary Waste Collection Center (CAV). The project introduces a modern, integrated approach to waste management and highlights the growing role of advanced technical solutions in supporting sustainable urban development.
Developed for the Municipality of Cluj-Napoca, the center is designed to serve local residents, who can now dispose of a wide range of waste types free of charge. From recyclable and bulky waste to construction and demolition materials, the new facility provides a structured and accessible system that encourages responsible disposal and supports higher recycling rates.

The project was delivered through the collaboration between a partner company, responsible for the civil construction works, and Best Tools Company, which played a key role in defining the center’s operational capabilities. Best Tools Company ensured the complete technical outfitting of the site, including the supply and installation of all equipment, machinery, and specialized containers required for efficient operation.
More than just a collection point, the center stands out through its integrated structure. Designed as a fully functional waste management hub, it incorporates multiple processing components on-site:
- a sorting station for efficient separation of recyclable materials;
- a composting station dedicated to biodegradable waste;
- a treatment facility for construction and demolition waste.
All these systems are supported by the equipment and technical solutions delivered by Best Tools Company, enabling not only collection but also processing within the same location. This integrated approach significantly reduces the volume of waste sent to landfills and contributes to improved resource recovery.

Through its involvement in this project, Best Tools Company reinforces its position as a provider of complete solutions for environmental infrastructure, demonstrating its capability to deliver complex, large-scale projects. The Cluj-Napoca CAV reflects the importance of high-quality equipment and proper system integration in achieving long-term operational efficiency.
The project also serves as a benchmark for future developments across Romania, as local authorities increasingly invest in modern waste management systems aligned with European standards.
Work is already underway on a similar large-scale center in Brașov, developed by the same project team, further extending this model. In parallel, Best Tools Company is actively involved in equipping approximately 140 smaller CAVs nationwide throughout this year, contributing to the rapid expansion of waste collection infrastructure across the country.
Through these initiatives, Best Tools Company plays a direct role in advancing Romania’s transition toward a more efficient, sustainable, and community-oriented waste management system.
